Change of Command

Colonel (select) Tracy D. Scantland, CAP

Lieutenant Colonel Tracy Scantland has been selected for promotion to Colonel as she takes command of Tennessee Wing.  Colonel Scantland is a 33 year member of Civil Air Patrol.  She was a Squadron Commander of Murfreesboro Squadron in the early 2000s and has held various staff roles at the Group, Wing, and Region Levels.  She has 6 Master Ratings, 2 Senior Ratings, and 2 Technician Ratings across 10 Specialty Tracks.  Earning her Level 5 Professional Level in 2008.  She continued her distinguished service in Civil Air Patrol most recently as Tennessee Wing Inspector General.  Her awards and decorations include four Wing Commander's Commendations, a Region Commander's Commendation, two National Commander's Commendations, and six Meritorious Service Awards, as well as the Air Force Organizational Excellence Ribbon and Crisis Service Award.  She has also earned the CAP Aircrew Rating. 

CHANGE OF COMMAND


The Commander, Southeast Region requests the pleasure of your company at the Change of Command Ceremony at which Tennessee Wing Commander, Colonel Rob Borsari completes his time as Commander and relinquishes command to Colonel (select) Tracy Scantland.   


ANNUAL AWARDS


Tennessee Wing Annual Award winners from the 2024 Calendar Year will be presented with their awards.  These are for Tennessee Wing awardees.  Presentation will be during General Assembly on Saturday morning of Conference.

SPECIAL AWARDS AND DECORATIONS

Tennessee Wing Cadets and Senior Members will be presented their respective Milestone and Professional Level Awards during the General Assembly on Saturday morning of the Conference as well as other Awards and Decorations earned in the last year.



AFTERNOON FORUM


The afternoon will have a joint Cadet / Senior Member set of forums covering Ownership and how it pertains to Civil Air Patrol's three Missions in Tennessee Wing followed by a Town Hall Assembly with the new Wing Leadership Team.

    

EARLY EVENING     RECEPTION


Closing out the day's activities will be an early evening reception honoring Colonel Borsari and welcoming the new Wing Commander of Tennessee Wings.  This will include small plates food and beverages.


SUNDAY WING CADET ADVISORY COUNCIL MEETING AND WING STAFF MEETING

The Wing Cadet Advisory Council will have a meeting of the Representatives and Officers open to our Wing Members.  A Wing Staff Meeting to kick of the new Leadership Team tenure will also be held.

Background of this Spring Conference

The Purpose of March 2025 Wing ConferenceThe intent of this Conference being set for March is to get Wing Conferences back into the Spring.  The location of Nashville is not planned as a permanent location for future Conferences either.  Having a Spring Wing Conference allows the Annual Award Winners to be presented their Awards prior to Region Awards and definitely before National Awards.  The Change of Command moving to a Spring date also makes the move to a Spring time period as a good opportunity as well.  The group sessions for all attendees (instead of break out sessions in multiple rooms) and lack of a formal banquet for this event are to help keep costs down for attendees with the previous Conference held less than 6 months prior.  A Fall Commander's Call for Echelon Leadership within the Wing will most likely be the new normal with a Spring 2026 Wing Conference to be held at a location to be determined using a Planning Committee given plenty of time to bring a great conference with breakout sessions, guest speakers, and other opportunities that will enhance the Civil Air Patrol Experience for all attendees.

Joint Forums

There will be three joint forum periods during the Saturday event with the three Missions of Civil Air Patrol covered and how they relate to Extreme Ownership.  These sessions run 30 minutes long with time for questions and answers.  All followed by a Town Hall with the new Tennessee Wing Leadership.

TRANSPORTATION

Members traveling by air should fly into the Nashville International Airport (BNA).  The hotel does not provide a shuttle, but the Hotel is within 20 miles of BNA and easy to get to through Uber or Lyft.  With enough demand for transportation Tennessee Wing may provide transportation.  

Traveling by road is easy too, with the hotel easily accessible by Interstate 65 with routes into Nashville along Interstates 40, 24, and 840.
